*5 a) That Association Council recommend that the VCTA General Assembly approve the proposed budget for 2019-2020.

**NOTICE OF MOTION – proposed amendment to VCTA Bylaws regarding the Audit Committee.

5 b)That Association Council recommend that the VCTA General Assembly amend article 30 of the VCTA Bylaws and that it be reformulated as follows:

 The Financial Review Committee
The VCTA Financial Review Committee is composed of three (3) non-Executive members of the VCTA who are appointed by Association Council. The committee meets with the VCTA treasurer and/or the VCTA employee to review the revenues, expenditures, assets, and liabilities of the VCTA once each year. The Financial Review Committee makes a yearly report to the VCTA Executive, Association Council, and the General Assembly.

*** 5 c) Whereas the Intergovernmental Panel on Climate Change published a report in 2018 warning of grave consequences to the earth, including human life, if global warming rises beyond 1.5 degrees above preindustrial levels, and thus has set 1.5 degrees as a target for the end of the century;

 Whereas global temperatures are nevertheless expected to rise 3-5 degrees by 2100 based on the current rate of greenhouse gas emissions, according to the UN Meteorological Organization, unless significant changes are made;

Whereas global carbon emissions reached an all-time high in 2018 (World Economic Forum);

Whereas young people are the most implicated in this global crisis, and as an educational institution, we are responsible for preparing our students for the future world;

Whereas an international movement to fight climate change is growing, and Vanier College should proudly take part in it; and

Whereas Action Priority 3.2.3. of the Vanier College Strategic Plan 2015-2020 is to “Optimize our sustainability practices to ensure social, economic, and environmental responsibility”;

 That Association Council recommend that the VCTA General Assembly adopt the following motion:
That the VCTA firmly stand behind the value of sustainability and urge the College to take a more proactive approach to promoting sustainability in College education and practice.
This includes, for the immediate future:
-permanently hiring a full-time Sustainability Officer
-granting adequate, permanent funding to sustainability initiatives (such as the Collective Gardens)
-providing adequate recycling points throughout campus, particularly in Jake’s Mall and in the cafeterias
-banning single-use plastics on campus
-requiring cafeterias and food service providers to offer reusable plates, bowls, and cutlery and only provide alternatives when requested, mentioning added costs
-requiring various college functions to use reusable plates, bowls, and cutlery
-establishing a composting infrastructure at the College
-acknowledging the value of and supporting the recent Climate Marches, and other international student-led initiatives
-making public the College’s investments to show that no money is put in the fossil fuel industry and initiating a process of divestiture if warranted
-promoting carbon-free transportation to Vanier (walking, cycling or public transit, and added charging stations for electric cars)
-engaging in projects to offset carbon footprints 

**** 5 d) That Association Council recommend to the General Assembly to schedule a special General Assembly on August 19, 2019 to hold a strike vote to decide our participation in the Earth Strike on September 27, 2019.
