These motions were tabled at the last regular GA, February 23rd.

*        3a) Continuing Education charges:

That the General Assembly demand that the Continuing Education charges be distributed according to seniority across disciplines and that CRT teacher members be mandated to advocate for this position.

 ***      3b) Substitutions:

Whereas the administration has proposed that the 1st substitution for a course not be paid;

That the first 3 class absences for a course section not be paid in order to counter the deficit.

AMENDMENT:

Whereas the cost of substitution should not be taken from the masse salariale.

Whereas it is largely important that, as much as possible, every student receive the full number of contact hours for each course;

Whereas we should in general defend the principle that additional work should be paid;

That faculty members of CRT ask that the administration recognize the cost of substitution as a “coût de convention” and fund it from a suitable local budget NOT from the masse salariale.

 That every substitution (including first absence) should be paid, except for voluntary “swaps” as described in point 3 below.

 To encourage “swapping” substitutions (and thus reduce the global cost of substitution), if and when, two teachers wish to swap substitutions, such that the absent teacher will not lose a day from his/her sick bank, the substitute teacher will not be paid, and the faculty Dean’s office will be informed.

Recommendations from April 19th, 2018 Association Council

 ** Cont Ed charge

Whereas the College has presented a new proposal for the use of Cont-Ed charge resources;

Whereas the College continues to insist that decisions regarding the distribution of these resources will be made primarily according to their shifting priorities;

Whereas their priorities are not clearly outlined;

Whereas the proposal contains few details with regard to the distribution among disciplines;

Whereas they have included a maximum of 10% available resources for coordination and development;

Whereas the General Assembly has indicated that it wishes that these resources be used exclusively for Volet 1 teaching activities;

That Association Council recommend that the General Assembly mandate faculty members of CRT to inform the College that the VCTA is not ready to come to an agreement on the College’s latest proposal (of April 5th 2018) for the Cont-Ed charge resources but that faculty members of CRT will engage in further discussions on the basis of principles of seniority and equity.

 ****Science Revision

That Association Council recommend to the General Assembly that it approve the updated FNEEQ Plan of Action regarding the Science Revision that was adopted at the regroupement on April 13th, 2018.

 FNEEQ regroupement motion updating the Science Revision Action plan:

That the regroupement cégep update the action plan adopted during the March 1st and 2nd meeting by adding the following elements:

That the regroupement cégep request:

  • A new writing of the natural sciences program which takes into account the guidelines developed by the teachers concerned, notably those that appear in the national declaration “non à une révision qui dénature le DEC!” of March 28, and the reactions from universities;
  • A new consultation on the rewritten project.

That the coordination of the regroupement cégep initiate and promote among its unions a petition requesting a new writing and a new consultation to be signed by the teachers of the disciplines concerned and by members of the cegep community at large who wish to express their solidarity.

That until this new consultation on the rewritten project occurs, unions request that management refrain from transmitting to the ministry the responses to the form used in the framework of the consultation extended by Minister David, and that they invite teachers in the concerned disciplines not to participate in the consultation in its present format.

That the coordination of the regroupement cégep organise a meeting with the faculty members of the Comité-conseil de Sciences de la nature.

That the coordination of the regroupement cégep organise between now and June a second meeting of the “comité de programme national” in order to determine more specific provincial orientations.
